On March 5, 2002, 62 percent of the voters in the Anaheim Union High School District approved Measure Z, a $132 million general obligation bond. The election was conducted under Proposition 39, which requires the Board of Trustees to create a Citizens’ Oversight Committee to provide accountability to taxpayers.

The purpose of the committee is to inform the public about the expenditure of bond proceeds by issuing a written report annually.

Proposition 39 requires that the committee consist of members with the following qualifications: an individual active in a business organization; an individual active in a senior citizens’ organization; a member of a taxpayers’ organization; two parents or guardians of students currently enrolled in the district (one must be an active member of the PTA or School Site Council.)

Panel members are: Tom Giedlin, Terry Goen, Michelle Hohmann, Irv Trinkle, James Vanderbilt, Patricia Rich and Linda Whiteman.
